Blue Ticket is a special item. It can be purchased from the Team Ryncol Manager near the fighting pit in New Tuchanka.
Notes
If the Team Ryncol wraith wins, the blue ticket is replaced with a Winning Ticket.
Despite being a Special Item, the blue ticket only shows in the "All Items" view in the Inventory screen, and only when interacting with one of the two team managers.
